Quality of living in Greece

IN 2040 I imagine Greece to be a country with more green policies when it comes to energy, architecture and production. I would like to see decentralisation of living, with more infrastructure shifted from urban areas to country side, creating smaller pockets of green cities, accessible to and for people with diverse needs and background. Athens is no longer the point of reference, nor where half the population of the country lives. Education in primary and secondary levels is more openminded, incorportated modern concepts of social justice and inclusion, technology and european identity. The main focus of governance should be placing people in its centre, offering functional solutions for quality living. Cost of living at the moment is unberable. Young people in their 20s, and 30s at the moment have not the ability to start family, bear the cost of living alone or create savings. As such, creating incentives and sustaibale living alternatives in countryside, with provision for quality living, would feed back to these issues.
