The Eye of Europe project has established Mutual Learning Events (MLEs) as a key instrument for strengthening foresight capacity, practice and institutional embedding in research and innovation (R&I) policymaking across Europe. Between 2024 and 2025, five MLEs brought together policymakers, representatives of national administrations and funding agencies, foresight practitioners, and experts from Member States and Associated Countries. Together, these events created a structured space for exchanging experiences, reflecting on good practices, and jointly addressing challenges related to the use of foresight in R&I policy.
The main conclusions and mutual learnings that emerged from the five MLEs are summarized in the Booklet on Mutual Learnings. The booklet is designed as a practical resource for different actors involved in R&I policymaking and strategic intelligence, each of whom can use it in a slightly different way depending on their role and needs. Readers are encouraged to focus on the principles, examples and recommendations most relevant to their context, and to adapt them to their own governance structures, policy priorities and levels of foresight maturity.
